Quality of studies

The Law on Higher Education and Research of the Republic of Lithuania stipulates that higher education institutions may only carry out study programmes in accredited fields of study. The external evaluation and accreditation of the study fields conducted by a higher education institution shall be performed at least once every 7 years.

The expert external evaluation of a higher education institution's study fields is carried out by the Centre for Quality Assessment in Higher Education (SKVC) or another higher education quality assessment agency listed in the European Quality Assurance Register for Higher Education (EQAR), or agencies specified in international treaties.

In accordance with the Description of the Procedure for External Evaluation and Accreditation of Studies, approved by Order No. V-835 of the Minister of Education, Science and Sport of the Republic of Lithuania on 17 July 2019, the study fields are evaluated according to the following assessment areas: study aims, outcomes, and content; links between research (art) and study activities; student admission and support; studying, academic achievements, and graduate employment; teaching staff; material resources for studies; and study quality management and public information. Each of the assessment areas is evaluated on a five-point scale.

Order No. V-149 of the Director of the Centre for Quality Assessment in Higher Education of 31 December 2019 on the approval of the methodology for the external evaluation of study fields, the methodology for the evaluation of intended study programmes, the plan for the external evaluation of study fields, the description of the selection of experts, and the description of the organisation of the work of experts.

Updated Plan for the External Evaluation of Study Fields for 2024-2026

The University's internal quality assurance system for studies, based on the Standards and Guidelines for Quality Assurance in the European Higher Education Area, defines the procedures and measures that help ensure the proper quality of the higher university education provided.

An important condition for the quality of studies is the integration of studies and research (artistic) activities. This integration at the University is ensured by the participation of lecturers and students in scientific research and experimental (social) development (artistic activities), the involvement of researchers (artists) in the study process, and the transfer of scientific knowledge and research (artistic) skills within the study programmes.

Each study programme has a self-assessment (self-analysis) mechanism to ensure the continuous maintenance of study quality, the updating of content, methodology, and the information environment, the monitoring of lecturers' competence and qualifications, and the objective assessment of students' knowledge and skills. The self-assessment and updating of study programmes are carried out every three years. The self-assessment of study programmes is conducted by a group formed by the Head of the Department and approved by the Dean of the Faculty. The group must include at least one student. It is recommended to include a representative of social partners in the group.

A comprehensive self-assessment of the quality of an individual study programme, the quality of studies at the faculty (study institute) level, and the quality of studies at the University level takes place regularly every three years, with the self-assessment of individual study programmes starting in 2011, faculties (study institutes) in 2012, and the University in 2013. The self-assessment of individual study programmes and the University's study quality may be carried out at other times if it is related to the external evaluation of study programmes or the needs of an institutional self-analysis submitted for external evaluation.

The University has a Study Quality Commission that discusses current issues of study quality improvement and provides recommendations to study organisers and participants.

Quantitative and qualitative information about study programmes, the higher education qualifications awarded, scientific and artistic activities, self-assessment results, the opinions of students, alumni, and other stakeholders on the quality of studies, and graduate career indicators are continuously and publicly published on the University's website and through other means.

Projects for Improving Study Quality

Klaipėda University is implementing the project IMPROVEMENT OF THE QUALITY OF STUDIES AND UNIVERSITY GOVERNANCE AT KLAIPĖDA UNIVERSITY IN RESPONSE TO THE NEEDS OF THE CITY AND REGION, aimed at strengthening Klaipėda University by improving the quality of its studies, enhancing the organization of the study process and university governance, optimizing the use of available resources, and contributing to meeting the needs of the city and region's society, labour market, and the university community.
 

On the basis of a joint activity agreement, Klaipėda University is implementing the project coordinated by the National Agency for Education, "DIGITAL TRANSFORMATION OF EDUCATION ('EDTECH')". The project is aimed at promoting the implementation of educational innovations based on digital technologies in the education sector by creating conditions for developing and testing innovations in educational institutions, and by providing consultations through innovator teachers and experts who possess technological knowledge and the ability to work with the created tools. They will assist educational institutions and educators who face difficulties in using technology and digital resources.
